Any problem using a Brat to charge small 24 volt battery bank from 53 ish volt source, and run 24 volt loads?

It would depend on the 53ish volt source. if that is a solar panel it would work but it is really close to the 60v limit, If you are trying to tie it to a 48v battery bank no that will not work
