MNBCB-BUSBAR mounting options?

The MNBCB-BUSBAR only comes with insulators with metal threads embedded in bottom which means it has to be screwed in from behind the panel you are mounting it to.  How do I mount this to an existing power panel?  I was attempting to add this to my old Outback power system but ran into this issue.  Not sure if I can drill out the hole to use my own screws that would allow me to screw it in from the top?

Looks like you can't drill hole through insulators.  Only way to make it work appears you have to mount the entire thing to a metal plate and then fasten the metal plate to whatever you want it mounted to.
