99% of this is understnading your network setup and networking in general.
There are lots and lots of threads here and im pretty sure Ryan has videos in the video section that hold your hand through the local app install.

The easiest way to get the LA to work is connecting your Classic to a wireless router and then you can access it wirelessly with your laptop.

as Ryan shows in the video, if you already have a 'net connection you want to use a 'wireless bridge' like a Lynksys (Cisco) WET54G.  they run about $20 on ebay + shipping

Getting a PC and Local App status panel to talk with the Classic over TCP/IP  (Ethernet) is easiest when you have the Classic plugged into a wifi or router Ethernet jack tied to your local network (LAN) and everything just talks together locally over that network (with internet access as well)...   The Classic can be either static or DHCP addressed modes but DHCP may be best because the router will assign the Classic its address correctly.

The other way is to connect the Classic directly to the PC through an Ethernet cable but will usually need to be set for STATIC TCP/IP address and the PC set to STATIC as well.  Set both for the same main domain addresses...  For example, the PC set for 192.168.2.10 and the Classic to  192.168.2.11  if you want to. 

I think that these days, Ethernet cables do not have to be reversed  (kinda like null-modem cables use to be used for RS-232) because the PC may be able to detect and change modes of operation.  We have always been able to make direct connections work IIRC.
