right controller?

I'm designing a system around a wind turbine that has an output of 0 to 130 volts dc ( ac rectified to dc). is the classic 150 a good choice?   what is the minimum input voltage for a 12 volt battery system in this setup, 17 volts?  what are the " limits of this setup? this is my first setup although i have spent many many hours researching how to do it. thanks for any advice to a newbie.
