Title: Chromebooks and Chrome OS

Looking for/at a new light weight laptop.  The Chromebooks (Toshiba) look pretty inviting, good price, <3 pounds,  BUT  uses the new ChromeOS....

Will the Local App work on Chrome OS?

By design Chromebooks (ChromeOS) doesn't really support 3rd party apps. It doesn't work like other OSs but is basically a big browser that will only support certain things like video codecs and basic OS functionality (you can see more of what Chromebooks actually support here: Supported file types and external devices

Chromebooks/ChromeOS though support Flash Player 100%. It's integrated actually. So anything you needed to make in AIR you can simply publish as SWF and run it through Flash Player (the integrated Flash Player within ChromeOS and Chrome is Pepper Flash (PPAPI). It is updated on an ongoing basis to match the latest Flash Player releases as Google works with Adobe on Pepper as well.
