The purpose of the clipper is to "clip" the high voltage spikes which will occur when the turbine is unloaded and winds pick up. The Classic does have a maximum input voltage that cannot be exceeded unless you like curly blue smoke. The clipper will protect the Classic.

Perhaps more directly to the point, the Clipper allows the Clipper/Classic to protect the turbine, even when the batteries are not able to absorb all the power that the turbine is putting out.
If it were just a matter of protecting the Classic from high voltage spikes, increasing the rating of the components would be an alternate design approach. Or just opening a switch on the input lines. :(
The key fact is that when the turbine is putting out enough voltage to trigger the Clipper, it is also potentially spinning out of control in a high wind and may self destruct unless a load is provided.
Some turbines will have a feathering or furling mechanism that protects them in a high wind by reducing the coupling between the blades and the wind. But even those need the speed held down while the control mechanism is reacting.
Other designs simply may not be able to control turbine speed in a high wind without a hefty load.
