Remote access monitoring questions

I'm building a PLC-based system to control an off-grid solar thermal system.
It makes sense to integrate  monitoring of the solar PV gear into the same controller / HMI / logging.

I've grokked the modbus map and have a handle on how to unpack / display that stuff.
One question which occurs to is regarding the LED mode...
Is there any way to actually read the current state of the individual LEDs ?
The LED mode is some kind of meta-state which I don't completely grok
If I just want to display the current status of the LEDs, how might I do that ?

Also, I have some questions on the WebAccess to mymidnite2

What happens when connectivity (LTE connection)  is down ?
Is the data queued until connectivity is restored? or just dropped ?
Is there some control over update rate / report frequency ?

Is the most expedient means to slow down the data rate over the LTE connection to have the PLC turn the
WebAccess bit on and off ?

Depending on the data/power burn rate, I am considering possibly shutting down the net connection except during
alarm conditions and during access windows

Curiously when I navigate to the mymidnight2 site I get "unsafe" alerts
no certificate...
