Resting threshold based on watts or amps?

Until recently I had one 255 watt panel connected to the Classic 150 and the resting threshold was around 12-13 watts(above that no resting).  Now I have a 125 watt panel connected in series and it appears that it raised the resting threshold to around 18 watts.  That leads me to believe that the resting threshold is based on the input amps from the panels.  Is this correct?  If so I guess that means when I tie in one or two more panels in series that the threshold will be increased further?  I've only been near the controller once when the sun was shining since I tied the panels together so maybe it was a fluke.  I'll be able to confirm it tomorrow.

The default low wattage cut out is 20 watts output.

If the output power is sitting at say, 10 watts and it peaks back up over
20 watts, it will take another 90 seconds being below 20 watts to turn
itself off.  i.e.  the 90 second counter gets reset whenever the output
power goes above 20 watts.

i don't mean to be rude Bob just informative, but mine actually works with any wattage it is given i have see as little a 5watts before it goes into resting
