SPD config question on main service panels

I have two main service panels in my garage that feed utility power to the house. In my photos of when the house was framed I can see two separate conduit lines from the meter on the exterior wall running to the panels... In other words, it looks like each panel gets fed from the meter and that one panel is not fed through the other.

My question is do I need two SPDs, one for each panel? Or will one on the first panel absorb the extra voltage of a surge?

If it is truly fed from the meter like you say I would put one on each panel.
