I have a bad Classic 150 - Am I right?

I was called in to look at a neighbor's solar system. Given that I have installed two solar systems on my property I am now the neighborhood "expert" so they asked me to fix the problem. The system had been down for 6 mos, they just replaced all the lead-acid batteries, and surprise surprise, the system is still not working.

Long story short, the 12v Classic 150 is not putting out any charging current. PV in reads 129V. But battery out is reading battery voltage (11.83), not charging voltage. Display panel reads "Resting".

Is there anything else I should check on the controller before rendering my diagnosis to the neighbor?

I would suggest a factory restore and re program the unit:
Turn off PV breaker and then turn off Battery breaker
Hold the left and right arrows and turn on the Battery breaker, keep holding the arrows until you see "Solar, wind or Hydro"

From here walk through the programming and when it lands back on the status screen turn on the PV breaker.
